There are 130,000 available positions in Cuba's "strategic sectors"--which means mostly physical labor that actually produces stuff (agriculture, construction, etc.).
The service sector (tourism, restraunts, etc.) are "saturated".
Cuba imports too much basic foodstuffs and has a severe housing shortage. So it really does need people to take on those "strategic" tasks.
