Plastic Bags: a lucrative market niche

"La jaba, la jaba, la jaba!!!"--a familiar refrain at any agro (neighborhood produce market).

Apparently one can quadruple their money by selling plastic bags in Cuba. Mostly because there is no state competition. My question: who is manufacturing the bags? They must be initially purchased (albeit illegally) from state-owned factories. This technically illegal practice seems like a de facto technique for providing elderly people additional income opportunities; for old folks are the vendors crying "la jaba, la jaba, la jaba!!!"
